Relation between Veranderingsgebeurtenissen & Documents

It has initially been said that a change event is just additional meta data related to a decision (=Document).

"This means that a Veranderingsgebeurtenis is a card on the detail page of a decision. "

Currently, however, the Document module is postponed & we know that decisions will be published in the "Staatsblad" once they are signed by the Minister in Kalliope as part of the "Vloeiboekproces". Furthermore, the timeline to get this decision files from Kalliope is very long-term, due to the app not using the LD standard.

For now we will just adhere to the OSLO datamodel that prescribes that a change event can be linked to a "FormeelKader". Thus, a change event detailpage will contain a link to the decision (which is Staatsblad or an internal link because in the past (>50 years ago) some decisions regarding change events of worship services for example where not published in the Staatsblad).

Do we really create a new organization for each change event?

The OSLO model creates this impression (cfr. Original and Resulting organization relation). However, this has significant impact, all the relations remain on the old 'original' organization, and the new, 'resulting' organization starts with a new (empty) slate.

For the following change events we do not create a new organization (Original = Resulting organization).

  • Erkenning aangevraagd

  • Erkenning toegekend

  • Erkenning niet toegekend

  • Wijziging Gebiedsomschrijving

  • Erkenning opgeheven

  • Onder sanctieregime

  • Opschorting Erkenning

  • Naamswijziging

For the following change event we - also - do not create a new organization, BUT (Original =not always equal to Resulting organization).

  • Samenvoeging (merger into an exisiting organization)

    • Only for this change event the Resulting and the Original Organization are not always the same. (Example: 3 worship services (A, B & C) merge to worship service C. So for worship service A & B the resulting organization = C.

Do we allow to adjust the change event afterwards?

No, we only allow to edit fields that have no combinatory effect (at the moment: link naar besluit, datum publicatie and beschrijving). We do this because much additional logic needs to be built to be able to do this error-free. We are building an MVP and it is important to get the end-users to experience it, and letting them define what their actual needs are.
